I can clarify that the previous parliamentary question response, which related to my plans to bring forward measures to codify the existing law on judicial review, referred to 'technical grounds' in the context of technical administrative or procedural matters in the course of judicial review proceedings, as opposed to questions which are technical scientific matters in themselves.

As such, the streamlining is intended to address legal technicalities, for example, where a complex project may be halted as a result of a simple procedural or similar error, which was not in itself material to the decision being challenged.
