Electric Vehicles

To ask the Minister for Housing, Planning, and Local Government the planning policy and guidance in place to ensure that new residential and commercial developments, including multi-storey and surface car parks, are designed to accommodate electric vehicle charging infrastructure, including any requirements in development plans or parking standards; and if he will make a statement on the matter. The Energy Performance of Buildings Directive provides for the installation of electric vehicle recharging infrastructure. The Directive includes provisions to ensure that buildings’ car parks will be progressively equipped with recharging points, allowing electric vehicle owners charge their vehicles when and where needed. Ireland’s ambitious target under the Climate Action Plan 2023 is to achieve 30% of our private car fleet switched to electric by 2030.
The current Building Regulations requirements for the provision of electrical vehicle recharging infrastructure for buildings other than dwellings are contained in S.I. No. 393 of 2021 - European Union (Energy Performance of Buildings) Regulations 2021 and for dwellings in S.I. No. 535 of 2022 - Building Regulations (Part L Amendment) Regulations 2022. Technical Guidance Documents provide practical guidance on how to comply with these regulations in practical terms.
- A new building other than a dwelling which has more than 10 car parking spaces, must have installed at least one recharging point and ducting infrastructure (consisting of conduits for electric cables) for at least one in every 5 car parking spaces to enable the subsequent installation of recharging points for electric vehicles.
- A new multi-unit building containing one, or more than one, dwelling must have installed ducting infrastructure (consisting of conduits for electrical cables) for each car parking space to enable the subsequent installation of recharging points for electric vehicles.
- A new dwelling, which is not part of a multi-unit building, where a parking space is located within the curtilage of the dwelling, must have installed appropriate electric vehicle recharging infrastructure to enable the subsequent installation of recharging points for electric vehicles.
