I propose to take Questions Nos. 674, 675 and 677 together.
The Energy Efficiency Retrofit Programme provides grant funding to local authorities to upgrade their social housing stock to a minimum B2 BER rating. These measures provide warmer and more efficient homes, and help reduce energy poverty for local authority tenants and reduce GHG emissions. Government is targeting the retrofit of 36,500 local authority owned homes by 2030 under the programme.
The number of local authority social homes currently below C BER rating may be obtained directly upon request from the respective local authorities.
Heat pumps were installed in 2,215 social homes in 2023, with a further 2,393 installed in 2024. The number of homes targeted and funding provided under the EERP, and subsequent heat pump installations, are subject to funding availability as part of the annual Estimates process.
The programme is well established, with indicators shows continuing strong appetite in the sector. By end 2025, we anticipate some 11,000 homes will have been retrofitted under the programme.
