658. To ask the Minister for Housing, Planning, and Local Government the total funding allocated to the Land Development Agency in 2023, 2024, and 2025; the number of homes delivered in each of those years; and the expected annual delivery from the LDA to 2030. [63934/25]

Land Development Agency (LDA) Exchequer Funding

As a commercial State body, the commercial activities of the LDA DAC is not funded by the Exchequer. However, funding is provided to cover expenditure associated with their non-commercial functions. The annual Exchequer cost of the LDA between 2023 and 2025 is set out in the table below. Drawdown for 2025 will take place in December.

LDA ISIF Funding

There is now legislative provision for up to €6.25 billion in capital for the LDA, split between:

  • €1.25 billion from ISIF;
  • €2.5 billion from the proceeds of the disposal of NTMA directed investments;
  • €1.25 in borrowing; and
  • €1.25 billion that can be raised by the LDA through the performance of certain functions in the LDA Act or arrangements referred to in the Affordable Housing Act 2021 as provided for by the Local Government (Mayor of Limerick) and Miscellaneous Provisions Act 2024.
As part of Delivering Homes, Building Communities: An Action Plan on Housing Supply and Targeting Homelessness, 2025-2030 Government has committed to providing the LDA with access to a further €2.5 billion in equity investment as required.

Funding Provided to Date

To date, the LDA has drawn down €1.35 billion from ISIF. This includes:
  • €100m on establishment in March 2022
  • €250m in February 2023;
  • €275m in April 2023;
  • €300m in November 2023;
  • €325m in May 2024; and
  • €100m in January 2025
Housing Delivery to Date

My Department publishes comprehensive programme level statistics on a quarterly basis on social and affordable housing delivery activity by local authorities, Approved Housing Bodies (AHBs) and the LDA.

LDA Expected Annual Delivery

Delivering Homes, Building Communities: An Action Plan on Housing Supply and Targeting Homelessness, 2025-2030, the Government's new housing plan, has expanded the role and remit of the LDA. As such, the LDA is currently updating its 5 year business and corporate plan to reflect this increased ambition. The first draft of this plan will be provided to the me by Q1 2026 and will outline its expected annual delivery to 2030
