To ask the Minister for Public Expenditure and Reform if the Civil Service HR Analytics Hub, or any cross-departmental working group, maintains or plans to establish a longitudinal dataset linking State-funded higher education graduates with subsequent public sector employment and emigration data, to better understand return on investment in education and professional training. To ask the Minister for Public Expenditure and Reform whether consideration has been given to implementing a 'human capital accounting' framework linking education and training investment per profession to subsequent employment, retention, and lifetime tax contribution to inform workforce planning and reduce talent leakage in critical sectors such as health and education. To ask the Minister for Public Expenditure and Reform if his Department has modelled the return on investment of public education spending by tracking tax receipts of graduates over time; and if not, if such an analysis will be undertaken across Departments using Revenue and CSO microdata. It is the responsibility of the line Departments to conduct analytical work to evaluate the outcomes and the Value For Money of the policies under their remit. This Department is not aware of the recent publication of any modelling in relation to the return on investment of public education spending, particularly by tracking tax receipts of graduates over time.
