To ask the Minister for Finance if his Department or the Revenue Commissioners has estimated the net fiscal impact of international protection applicants with labour-market access (taxes and PRSI paid minus direct Exchequer costs) from 2022 to date in 2025; if so, to publish the model structure, assumptions (employment rates, earnings, benefit take-up), and results; and if not, whether such an estimate will be produced to inform policy. The Department of Finance undertakes research and analysis across a wide range of policy areas, in order to consider and assess the potential impacts on Ireland’s economy and public finances.
The Department has not completed or published any specific research or analysis regarding the net fiscal impact of international protection applicants with labour-market access from 2022 to date in 2025. However, the Department is currently undertaking analysis of the feasibility of estimating potential future fiscal impacts, under various assumptions, across a broader range of migrant groups in Ireland. This work will be informed by the Department’s recent Future Forty: Ireland Demographics Outlook, which was published in September 2025.
