353. To ask the Minister for Transport, Tourism and Sport the anticipated timelines in which vehicle registration books will move from hardcopy to digital format; the role staff in his Department who currently work in the printing & mailing unit of the Vehicle Registration Office will fulfil after records go ‘paperless’; and if he will make a statement on the matter. My Department’s office in Shannon manages the National Vehicle and Driver File (NVDF) database. Vehicle Registration Certificates are issued to vehicle owners by post after a new or imported vehicle is licenced in this country for the first time, or where the vehicle changes ownership. The Vehicle Registration Certificate issued is in compliance with the requirements of EU Directive 1999/37/EC.
While there are discussions ongoing at EU level around amending the above Directive and enabling the Vehicle Certificate to be digitised, paper certificates will still be available to those who wish to use them. As the volume of postage from the office reduces, staff who are currently working in the printing and mailing unit will be reassigned to other duties within the Department of Transport, Shannon.
