281. To ask the Minister for Transport, Tourism and Sport further to Parliamentary Question No. 312 of 30 September 2025, if new criteria was established in relation to Leap cards; if students studying English language education wish to obtain a Leap card whether they must be enrolled in a course that is a minimum of 16 hours per week; and given the fact that the majority of English language education courses are 15 hours per week if he will consider amending the criteria. As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport. However, I am not involved in the day-to-day operations of public transport. The National Transport Authority (NTA) has responsibility for the regulation of fares charged to passengers in respect of public transport services provided under public service obligation (PSO) contracts.
In light of the NTA's responsibility in this area, I have forwarded the Deputy's question to the NTA for direct reply. Please advise my private office if you do not receive a response within ten working days.

To ask the Minister for Transport, Tourism and Sport further to Parliamentary Question No.312 of 30 September 2025, if eligibility criteria for a student Leap card has changed requiring students to submit a letter from their college or institution, which would exclude most English language education providers’ and his plans to ensure that all English language education providers are permitted to provide a letter proving student enrolment in their courses in order for international students to obtain a student Leap card.
