I propose to take Questions Nos. 1144, 1145, 1146, 1147, 1148, 1149 and 1150 together.

The Higher Education Authority (HEA) undertook a Section 64 review under the HEA Act 2022 in 2024 in respect of Technological University Dublin (TU Dublin). Following this TU Dublin was requested to prepare a financial recovery plan to address concerns raised by the HEA regarding financial reporting, forecasting, and the university's overall financial position.

A revised recovery plan has been submitted by TU Dublin, and the HEA continues to engage closely with the university on its implementation. TU Dublin has made commitments to improve the timeliness and accuracy of its financial reporting, with agreed deliverables committed by TU Dublin to the HEA, as part of this ongoing statutory process.

The audited financial statements for the year ending 31 August 2024, received by my Department, show a continued deficit position. The Comptroller and Auditor General has also noted delays in financial reporting, which TU Dublin has undertaken to address as part of its recovery process.

My Department and the HEA will continue to monitor developments.

Operational and financial matters, including payroll, legal and HR-related expenditure, are the responsibility of the university. I have asked that TU Dublin respond directly to the Deputy regarding specific details sought.
