To ask the Minister for Housing, Planning, and Local Government the amount of housing maintenance funding provided to each county council from 2020 to date in 2025; the average waiting time for completion of work in each county in each of those years, in tabular form; and if he will make a statement on the matter. The management and maintenance of local authority housing stock, including pre-letting repairs to vacant properties, the implementation of a planned maintenance programme and carrying out of responsive repairs, are matters for each individual local authority under Section 58 of the Housing Act 1966.
Local authorities are also legally obliged to ensure all of their tenanted properties are compliant with the provisions of the Housing (Standards for Rented Houses) Regulations, 2019. They have an important role to play in this regard by making adequate budgetary provision for housing repairs and cyclical maintenance utilising the significant housing rental income available to them as part of the annual budgetary process.
Notwithstanding, my Department does provide some funding under a range of stock improvement programmes, including Planned Maintenance and Voids, Energy Efficiency Retrofit Programme, Disabled Person Grants, and Regeneration.
Since 2020 to the end of 2024, over €750 million has been invested by the Exchequer in these programmes. However, statistics in relation to social housing stock, at a point in time, are published by the National Oversight and Audit Commission (NOAC) in their Annual Reports on Performance Indicators in Local Authorities. These reports provide information in relation to social housing stock, including levels of vacancy and average turnaround times for reletting local authority owned properties.
