310. To ask the Tánaiste and Minister for Justice and Equality if he will provide data on the number of e-scooters seized under the Road Traffic Act 1994 (Detention of Powered Personal Transporters) Regulations 2024 (S.I. 223 of 2024) from 2024 to date; the number of e-scooters sized, by county or Garda division during this time period; and if he will make a statement on the matter. Our road safety strategy takes a whole of government approach and is a shared responsibility. Development and implementation of road traffic legislation and policy falls within the remit of my colleague Mr Darragh O'Brien TD, the Minister for Transport, and the vital role of enforcing road traffic laws is carried out by An Garda Síochána.

Gardaí have significant legislative powers to combat antisocial and dangerous use of mopeds and electric motorbikes including under the Road Traffic Act 1961, the Non-Fatal Offences Against the Person Act 1997, and the Criminal Law Act 1997.

In June 2023, the Road Traffic and Roads Act 2023 was signed into law. The Act included provisions that aim to tackle the anti-social use of mopeds and electric bikes through measures such as granting An Garda Síochána new powers of seizure.

I am informed by the Garda authorities that it is not possible to generate a return from PULSE which contains a breakdown of reason for seizure (i.e. under SI 223 of 2024, or other legislation) as e-scooters may be seized under a number of Acts. An Garda Síochána can only provide data on the total number of e-scooter seizures, and not the individual legislation under which they were seized.

The table below, provided to me by the Garda Authorities, list the number of e-scooters seized by An Garda Síochána in 2024 and so far in 2025.
