Flood Risk Management

209. To ask the Minister for Public Expenditure and Reform the status of defective homes built on a flood plain at a location (details supplied); the predicted cost of installing flood defences; whether he will consider relocating the residents of the area; and if he will make a statement on the matter. In 2018 the Flood Risk Management Plans identified some 150 flood relief schemes are required to manage the significant risk from flooding. Since then, the OPW has trebled, to some 100, the number of flood relief schemes at design and construction. The delivery of this programme of schemes is being funded by the Government’s €1.3bn investment in flood relief measures under the National Development Plan.
The Buncrana flood relief scheme has an estimated budget of €6.8 million and when built will protect 32 properties. Work on the design of a viable flood relief scheme is progressing and is expected to be completed by the end of 2026. Nine properties at Elm Park are included in the scheme's overall area. The estimated costs for the viable engineering solution for Elm Park is €1m.
Donegal County Council is leading the scheme delivery and has been in correspondence with the residents of Elm Park on a regular basis having held two in-person meetings in February and May of 2024 to give updates, inform residents and to listen to their feedback. The Council is also considering viable flood mitigation measures, pending the scheme completion.
I am aware that most of these homeowners at Elm Park can also avail of the Defective Concrete Block Scheme and they have asked if a relocation option can be considered. I have had two meetings with Mr. Christopher O’Sullivan TD, Minister of State for the Department of Housing, Local Government and Heritage to explore a viable workable solution for the homeowners. Work on possible options is progressing with officials from the Department of Housing, Local Government and Heritage.
