My Department's Statement of Strategy 2025-2028 was published on 29 September, 2025 and is available on the gov.ie website. As part of this new strategy, my Department’s mission is to drive the delivery of better public services, living standards and infrastructure for the people of Ireland.

I welcome this new strategy and look forward to working with Minister of State Emer Higgins and all staff in the Department to deliver on the ambitious range of actions to be implemented between now and 2028. Delivering reform is central to everything we do in the Department and I believe that implementation of the actions under each of the three strategic goals – enhancing governance; building capacity; and delivering effectively – will ensure that the Department continues to make a major contribution at the centre of government.

The Department has already made significant progress across its strategic priorities and Programme for Government commitments to-date in 2025. It played a central role in shaping Ireland’s fiscal and budgetary landscape through the joint publication of the Summer Economic Statement and the successful delivery of Budget 2026. The Department strengthened its infrastructure mandate by establishing a dedicated division and taskforce, published a revised National Development Plan allocating €275.4 billion in capital investment to 2035 and published a Report on Stakeholder Engagement and Emerging Themes on Infrastructure, which highlights what are considered to be the most impactful barriers to infrastructure. In addition, considerable progress was made in public expenditure planning, with the launch of the Medium Term Expenditure Framework and a review of Public Financial Procedures to enhance accountability and value for money. The Department has also advanced digital transformation through the completion of the National State Data Centre, updates to the Digital Inclusion Roadmap and publication of Guidelines for the Responsible Use of Artificial Intelligence in the Public Service. Finally, the Department continues to work with colleagues across the Public Service on the ongoing implementation of the Better Public Services Strategy to deliver agreed flagship programmes under the three pillars of Digital and Innovation at Scale, Workforce and Organisation of the Future and Evidence informed policy and services designed for and with our public.
