The Sustainable Mobility Policy (SMP) and its accompanying SMP Action Plan 2022-2025, were published in April 2022. The SMP and Action Plan seeks to generate behavioural change via a wide range of interventions including public transport infrastructure and services, active travel promotion and supports, road safety initiatives, legislative measures, research, and public engagement.
Work to implement the SMP and existing Action Plan is ongoing, while my Department is also currently preparing a new Action Plan to cover the period from 2026 to 2030. This is expected to be published in 2026. Funding is provided in the annual budget. Current expenditure, for service delivery, is negotiated annually and capital expenditure, for investment, is allocated in the context of the NDP framework. The SMP assists in guiding the prioritisation of investment and service delivery.
The recently concluded Review of the National Development Plan has confirmed the Department of Transport’s annual capital allocations from 2026 to 2030. The Department is currently reviewing key programmes and projects in the transport sector in the context of that capital funding envelope and a decision on a programme of delivery within the available funding will be made in the coming months. A sectoral plan is expected to be published by the end of November 2025.
In the context of the above, significant investment has taken place, and will continue to take place, in Cork City and county, in line with Government policy in active travel and public transport.
