The Programme for Government commitment referred to by the Deputy relates specifically to the information-sharing database that Banking & Payments Federation Ireland (BPFI) plans to develop on behalf of its members. The proposed database will allow participating financial institutions to share certain information for the purposes of helping to identify and prevent fraud.
The proposed database will require an enabling legal basis by way of regulations under the Data Protection Act, in line with legal advice provided to my Department. As noted in the National Payments Strategy, it is intended to develop the necessary legislation this year.
My Department is currently developing the draft enabling regulations and is engaging with the BPFI and the Data Protection Commission to that end. I anticipate bringing forward the regulations as soon as possible.
