1124. To ask the Minister for Housing, Planning, and Local Government whether Cork City Council has submitted an application under the energy efficiency upgrade programme phase 2, or any successor scheme, for the retrofit of social housing units at Glenamoy Lawn and Árd Bhaile in Cork city; if so, to state the date on which the application was submitted, the total funding sought and when a decision is expected on the application; and if no application has yet been made, to outline the reasons for the delay, and whether discussions have taken place between his Department and Cork City Council in relation to progressing such an application. The 2025 Energy Efficiency Retrofit budget provides €90 million to local authorities to support the retrofit of approximately 2,500 properties this year. It is expected, over the lifetime of the programme (2021 to 2030) 36,500 local authority owned homes will be retrofitted.

The programme has been devised in a way to give local authorities a level of flexibility when selecting properties to retrofit, ranging from those requiring minor levels of works to properties needing the maximum level of retrofitting required to bring them to a B2 BER rating.

Cork City Council were provided an allocation of circa €4 million which will support the retrofit of a minimum of 116 properties this year with the selection of homes and prioritisation of works to comply with the criteria of the programme a matter for each individual local authority. To date no application has been received in terms of Energy Efficiency works in respect of Glenamoy Lawn or Árd Bhaile, however, I understand that it is Cork City Councils intention to assess these properties suitability with a view to including in the 2026 programme.
