To ask the Minister for Housing, Planning, and Local Government the way in which his Department supports Dublin City Council in monitoring and reporting bathing water quality at designated sites such as Dollymount Strand and North Bull Island; if he will detail resourcing and oversight mechanisms to ensure compliance with EU Bathing Water Quality Regulations; and if he will make a statement on the matter. Local authorities have direct responsibility for the management and monitoring of bathing waters under the Bathing Water Quality Regulations 2008 (as amended). They arrange for water samples to be taken and analysed throughout the bathing season and they maintain facilities at the designated bathing sites.

The Environmental Protection Agency (EPA), through its Office of Environmental Enforcement, exercises general supervision in relation to the performance of these functions by local authorities. They ensure that the local authorities carry out their functions in relation to the management and monitoring of designated bathing waters.
