Local authorities have direct responsibility for the management and monitoring of bathing waters under the Bathing Water Quality Regulations 2008 (as amended). They arrange for water samples to be taken and analysed throughout the bathing season and they maintain facilities at the designated bathing sites.

The Environmental Protection Agency (EPA), through its Office of Environmental Enforcement, exercises general supervision in relation to the performance of these functions by local authorities. They ensure that the local authorities carry out their functions in relation to the management and monitoring of designated bathing waters.
