Housing Provision

1073. To ask the Minister for Housing, Planning, and Local Government to provide updated national targets for social housing completions for 2025; and to detail if they will be met. [58982/25]

Under Housing for All, Government has approved new national housing targets up to the year 2030. 303,000 homes will be delivered in the period from 2025 to 2030, equating to an annual average of 50,500 homes, building up to 60,000 in 2030. The revised targets were informed by research and modelling by the Economic and Social Research Institute (ESRI) on population projections and long-run housing demand. The revised national housing targets will inform the revision to existing social housing targets. Work is ongoing in this regard.

Significant progress continues to be made in advancing the ambitious targets for 2025 made in Housing for All. The number of completed new build social homes in the pipeline continues to grow, with new construction projects added to the pipeline regularly. The latest Construction Status Report shows that the social housing pipeline is strong and continues to grow with 11,557 social homes currently onsite with an additional 15,127 homes at design and tender stage. In Quarter 2 2025, 141 new construction schemes (2,478 homes) were added to the pipeline. The most recent publication was for Quarter 2 2025. My Department publishes comprehensive programme-level statistics on a quarterly basis on social housing delivery activity by local authorities and Approved Housing Bodies in each local authority, including data on delivery against targets. This data is available to the end of Q2 2025 and is published on the statistics page of my Department’s website at the following link: www.gov.ie/en/collection/6060e-overall-social-housing-provision/

The Government remains fully committed to working with all stakeholders to deliver social homes at scale and to continue accelerating housing supply across all tenures. This is demonstrated by the record level of investment which is being provided for the delivery of housing in 2025, with overall capital funding now allocated by Government of almost €7.5 billion. The capital provision for 2025 is supplemented by a further €1.65 billion in current funding.

Housing for All includes a commitment to strengthen the capacity of local authorities to initiate, design, plan, develop and manage housing projects. Extensive work was undertaken in 2021 to identify the additional capital staff resources required by local authorities to deliver the social housing targets set out in Housing for All. Following that process, in December 2021, funding for 250 housing posts in local authorities nationally was approved to support social housing delivery. All staff sanction requests received for these additional social housing capital delivery posts have been approved by my Department. My Department continues to work with local authorities on an ongoing basis where changes are required to those sanctioned posts.

In relation to Affordable Housing, funding provision has been made and sanction granted for a complement of 140.5 additional specialist and administrative positions across 27 local authorities to help ramp up affordable housing delivery. These posts are solely dedicated to affordable housing delivery and equip local authorities with increased levels of in-house expertise in key areas such as design, procurement, surveying, engineering and administration.

Under Section 159 of the Local Government Act 2001, each Chief Executive is responsible for the staffing and organisational arrangements necessary for carrying out the functions of the local authority for which he/she is responsible including progressing appointments that have been sanctioned by my Department as appropriate. My Department oversees workforce planning for the local government sector, including the monitoring of local government sector employment levels.

The delivery performance of local authorities against their targets under Housing for All is kept under continual review by my Department. Beginning this year, I have also committed to publishing the delivery achieved by all local authorities – as set against their targets – as part of the quarterly statistics published. This will allow for greater transparency and engagement with the delivery of new-build housing at a local level.
