I propose to take Questions Nos. 1035 to 1037, inclusive, together.

I refer to the reply to Question No. 497 of 21 October in relation to the funding for social and affordable housing provided to local authorities in 2025.

My Department does not collate or hold the specific information in the manner requested in relation to the Land Development Agency, Housing Finance agency or other agencies. Financial details for the respective agency is detailed in their annual report which are available on each agency’s website. The details for 2025 will be available following the publication of annual reports for the year.

In terms of social and affordable Housing delivery, Housing for All provides for a number of important funding support measures, supported by an investment package of Exchequer funding, investment through the Land Development Agency (LDA) and lending by the Housing Finance Agency (HFA). The relevant details for 2024, the latest annual report each agency are set out in the table below.

Funding is provided to local authorities for social and affordable housing based on funding approvals with the exception of programmes where local authorities have delegated sanction, such as for second-hand acquisitions and Part V developments.

My Department provides funding to local authorities as housing projects advance and claims for vouched expenditure are submitted for payment. Funding is drawn-down by way of recoupments based on vouched expenditure in accordance with the terms of the Department of Public Expenditure, Infrastructure, Public Sector Reform and Digitalisation Circular 13/14 on the Management and Accountability of Funds. Where a local authority does not drawdown funding for an approved project as a result of a project not proceeding or proceeding at a lower cost this funding is re-allocated to other housing projects by my Department.
