680. To ask the Minister for Education and Skills the name of all construction project management companies contracted by her Department to project manage construction, renovation or retrofitting projects between 2019 and 2025. [58122/25]

The Planning & Building Unit within my Department , operate a range of programmes to manage the rollout of the NDP capital programme. The NDP programme supports the operation of the school system and involves annual expenditure of the order of €1.6 billion and excess 300 projects in construction at any one time. The Department has a strong track record of delivery, and the Project Management teams assist with NDP rollout and strong project delivery.
The majority of the 300 projects are devolved to Patron or school authorities for delivery and generally have no separate project management company input. These projects are managed directly by the appointed design team with the Architect acting as design team lead, reporting to the relevant patron or school authority.
A further cohort of larger and generally more complex projects are run on a programme basis, for example the Department’s Design and Build programme. These programmes involve the engagement of Project Managers as part of an overall integrated design team services which include Architect, Civil & Structural Engineer, Mechanical & Electrical Engineer, PSDP and Quantity Surveying consultancy as part of the PM’s contracted services. These are complex, large programmes which require full multi-disciplinary technical advisory services including cost management control, enhanced on-site quality assurance procedures, programme wide reporting and overall programme coordination. These PM services have been procured through mini-competitions ran through the Department’s Framework of Project Managers and has resulted in contracts awarded to KSN Project Managers and Rogerson Reddin & Associates.
In response to project management companies contracted by the Department to provide direct project management services over the period 2019 to 2025 (i.e. excluding full integrated services as described above), several delivery programmes are managed on this basis where the Project Manager is contracted separately and independently of the design teams:
- Rogerson Reddin & Associates are appointed Project Managers to the ADAPT 2 and ADAPT 3 programmes, consisting of 51 large scale new school building projects. Their role is to coordinate the programmes as a whole and report on the progress of each individual project and appointed project design team.
- AECOM are appointed Project & Programme Managers to the ADAPT 4 - Programme Innovate programme of 25 large scale school projects. These include complex live sites, including existing campus projects and new special school provision. There are currently three large integrated design teams appointed across three Lots which are managed and reported on by AECOM in their role of Programme Managers.
- Rogerson Reddin & Associates are appointed Project Managers to the REPowerEU funded Expanded School Sector Pathfinder Decarbonisation and Retrofit Programme, consisting of the retrofit of 28 schools.
