Consumer Protection

To ask the Minister for Enterprise, Trade and Employment if any consideration has been given to moving the Consumer Protection aspects of the Competition and Consumer Protection Commission to the Central Bank of Ireland to avoid duplication and improve efficiency; and if he will make a statement on the matter. In response to the Deputy’s question regarding the potential transfer of consumer protection functions from the Competition and Consumer Protection Commission (CCPC) to the Central Bank of Ireland, I can confirm that no formal consideration has been given to such a restructuring.
The CCPC and the Central Bank of Ireland have distinct but complementary mandates in the area of consumer protection. The CCPC is responsible for enforcing consumer protection legislation across a broad range of sectors, including goods, services, and product safety. Its remit includes tackling unfair commercial practices, promoting consumer rights, and ensuring compliance with EU safety standards. The CCPC also plays a key role in consumer education and advocacy.
The Central Bank of Ireland, on the other hand, is tasked with regulating financial services providers and enforcing the Consumer Protection Code, which sets standards for firms operating in the financial sector. Its focus is on ensuring that consumers of financial products are treated fairly and transparently.
While both bodies engage in consumer education and enforcement, their functions are sector-specific and do not overlap in a way that would suggest duplication. The CCPC does not regulate financial services, and the Central Bank does not oversee general consumer goods or services. Moreover, both organisations collaborate where appropriate to ensure a coherent approach to consumer protection.
The existing structure allows for targeted expertise and sectoral focus, which supports effective enforcement and consumer advocacy.
