560. To ask the Minister for Public Expenditure and Reform the rules regarding State agencies permitting staff to earn flexi time credits while working remotely; whether there are any upcoming reviews of the rules around this issue; and if he will make a statement on the matter. [59109/25]

As Minister for Public Expenditure Infrastructure Public Service Reform and Digitalisation, I have responsibility for setting the terms and conditions for employees in the Civil Service only.

In early 2023 a pilot survey to test flexitime accrual in the Civil Service, while working a blended pattern, was circulated to all departments and offices. The findings were evaluated and a report circulated to departments and offices in May 2023, please find attached.

The evaluation concluded that the operation of flexi-time accrual in a blended working pattern should be considered by each department and office having regard to the policy or service delivery context in which they operate. It is, therefore, a matter for each department and office to determine how the accrual of flexitime will operate within their own organisations in a manner that does not compromise their business needs and/or public service delivery responsibilities. In this context, Civil Service organisations are required to keep their flexitime arrangements under review.
