I propose to take Questions Nos. 43 and 44 together.

The National Standards Authority of Ireland’s (‘NSAI’) public consultation for the draft I.S. 465 "Assessment, testing and categorisation of damaged buildings incorporating concrete blocks containing certain deleterious materials " concluded on 11th July 2025 and yielded in excess of 640 submissions.

The NSAI’s Technical Committee (NSAI/TC 63) is currently in the process of reviewing the submissions received. Each of the submissions must be given due consideration and many involve technical review by committee members.

The NSAI relies on the technical committee members to voluntarily give up their time to review and consider the submissions. While the committee is progressing steadily through the comments, NSAI has developed a mechanism to expedite the comment resolution process and are awaiting clarification with respect to their powers under the NSAI Act.

Due to the significant work involved, and the voluntary nature of the committee members, the NSAI is unable to provide a definitive date on the conclusion of the review at this time. However, I have requested the NSAI to publish an update on their website when available.
