The Brexit Adjustment Reserve (BAR) was established by the European Union in 2021 to assist Member States in managing the adverse impacts of the withdrawal of the United Kingdom from the EU. Ireland, as the Member State most affected, received the largest allocation of funding. The total allocation available for Ireland is €802 million.
The BAR regulation provides that each Member State must submit to the Commission an application for a financial contribution from the Reserve in which the Member States will, inter alia, document their expenditure stemming from measures carried out with BAR support. Against this background, the Commission will only then assess and determine eligibility of BAR funds.
Ireland made its submission for funding from the Reserve in September 2024 as per the BAR regulation. The submission included a total of €876 million in expenditure. The review process is currently ongoing. This includes an audit and review of the submitted projects by the European Commission. It is anticipated that the review process will conclude early in 2026. At that stage, on completion of the review, the final details of Ireland’s allocation will be determined with those details and final allocation then being made available.
