53. To ask the Minister for Environment, Community and Local Government to provide a breakdown of how the “€500 million to fund projects/programmes that support climate mitigation and renewable energy development” will be allocated, as per Budget 2026; which projects specifically it will fund; how much will be allocated to each specific project, and in total, for 2026, in tabular form; under which subheads it will appear; and if he will make a statement on the matter. I welcomed the allocation of €5.64 billion under the updated National Development Plan (NDP), agreed by Government in July of this year, incorporating an allocation of €500 million under the Infrastructure, Climate and Nature Fund (ICNF), for my Department's capital programmes over the period 2026 to 2030.
The purpose of the ICNF is to support Government investments in programmes that assist with meeting climate change mitigation commitments and with addressing nature, water quality and biodiversity objectives. It is intended that my Department’s ICNF allocation will focus on developing new markets to accelerate the decarbonisation of Ireland's energy system, in particular for investments in biomethane and district heating infrastructure. The allocation will also provide funding to conduct offshore site surveys, de-risking the development of offshore renewable projects and supporting their delivery, and to continue a programme of building retrofits across the wider public sector estate.
My Department is currently preparing its sectoral capital plan that will set out how it proposes to prioritise the resources allocated to it under the National Development Plan 2026-2030, including more detail on how ICNF funding will be allocated.
In line with usual practice, these allocations will be finalised and published at subhead level later this year in the Revised Estimates for Public Services 2026.
