I propose to take Questions Nos. 177, 187, 189 and 190 together.
Budget 2025 allocated €469 million in carbon tax receipts for SEAI residential and community energy upgrade schemes, including the Solar PV Scheme, to continue to build momentum in the delivery of the National Retrofit Plan. This allocation is fully funded from carbon tax receipts. In the Revised Estimates 2025, the final allocation to the B4 Subhead (Residential/Community Retrofit Programmes) was €558.72 million which included the carbon tax allocation as well as the addition of allocations from my Department's overall Exchequer allocation and from the European Regional Development Fund.
Budget 2026 announced funding of €558 million from the carbon tax for SEAI residential and community energy upgrades, including the Solar PV (photovoltaic) Scheme. This is an €89 million increase on last year’s carbon tax allocation and means that more funding than ever will be available to make homes warmer, healthier, more comfortable and less expensive to heat. This allocation is again expected to be further supplemented with additional funding, such as an allocation from the European Regional Development Fund (ERDF). Further details will be published as part of the Revised Estimates later this year.
