598. To ask the Minister for Housing, Planning, and Local Government if his Department is evaluating amendments to the housing needs and demand assessment process to assist with housing delivery; and if he will make a statement on the matter. [54818/25]

The Housing Need and Demand Assessment (HNDA) provides Local Authorities with evidence-based insights into housing needs across all tenures analysing demographic trends, affordability data and housing stock pressures. This framework allows local authorities to make informed decisions about future housing requirements, and provides evidence to inform revised housing strategies and plans.
The HNDA is currently undergoing a review and is at an advanced stage. As well as updating the tool to make it more useable, the review expects to update the data underpinning the HNDA tool using housing demand data provided by the ESRI as part of their paper, "Population projections, the flow of new households and structural housing demand" published in 2024. Additional changes to the tool are expected to include revised CSO and RTB data on incomes and prices, as well as revised assumptions within the tool.
The revised tool and guidance are expected to be published this year in tandem with an outreach to each local authority to provide guidance and workshops.
