To ask the Minister for Education and Skills the reason it is acceptable that level 1 needs, as identified and prescribed by qualified professionals, are not recognised within the new NCSE framework; the reason professional reports are no longer required as part of the process; who will determine the needs of a child has under this system; and if she will make a statement on the matter. The National Council for Special Education (NCSE) is, in the first instance, the primary body responsible for the matter the Deputy has raised.
