As the Deputy is aware, "no wait" cards are issued by patient organisations for members to indicate to businesses and public facilities that the holder has a medical condition that necessitates urgent access to toilet facilities in the event of an emergency.
As Minister for Health, I have no functions relating to the provision of, or access to, public toilets or those situated in private businesses. The provision of public facilities, where they exist, is a matter for Local Authorities which are under the remit of the Minister for Housing, Local Government and Heritage. As a result, my Department have no plans to put these cards on a legal footing.
