146. To ask the Minister for Public Expenditure and Reform if an impact assessment study was carried out before the decision to stop sending payslips to civil and public service pensioners, especially those who have no access to online; if so, will the findings be made available and will the Minister; and if he will make a statement on the matter. Shared Services were created as part of Ireland’s Public Service Reform Programme from 2011. Centralising core functions like payroll and HR streamline public service delivery. I understand there was no formal impact assessment on each decision within the reform programme like issuing of payslips, however inclusion and accessibility are central to any new service provided by the Government. This is why the National Shared Services Office have a dedicated support line to deal with pension queries. This includes providing assistance with requests for printed payslips, in specific circumstances.
