To ask the Minister for Health if the forthcoming Public Health (Tobacco Products and Nicotine-Inhaling Products) (Amendment) Bill will prohibit all e-liquid flavours, bar tobacco, or will other flavours be permitted under the new legislation; and if she will make a statement on the matter. The proposed Public Health (Tobacco and Nicotine Inhaling Products) (Amendment) Bill will introduce restrictions on the flavours and descriptors for nicotine inhaling products, by regulating the flavour names which can be used.

The General Scheme which set out the policy intentions for this Bill was approved by Government in September 2024. As per the General Scheme, the intention is that 'tobacco' will be the only flavour name which can be used.

The proposals include a review structure to monitor the impact of any restrictions on e-cigarette use and smoking among both young people and adults, as well as provisions to amend the list of allowed flavours as new evidence presents.
