To ask the Minister for Environment, Community and Local Government for an update on the public consultation on the feasibility of transitioning the waste collection market from its current side-by-side licensing system to a franchise tendering system; when the report on this consultation will be published; if in the meantime he will be acting on some of the submissions in the consultation; and if he will make a statement on the matter. The Public Consultation in question was carried out to inform a comprehensive year-long independent study which is examining the factors contributing to our plateaued recycling performance and assessing the current waste collection model and its role in supporting the delivery of national and EU circular economy and waste targets.

The consultation garnered significant engagement, delivering on the first milestone in the study. The submissions received are informing the ongoing study and will be included as an annex to the final report currently scheduled for completion in March 2026. The findings of this study will also help inform the next iteration of the Waste Action Plan for a Circular Economy.
