To ask the Minister for Finance if the waiving of local authority section 48 development contributions and the refunding of Uisce Éireann water and wastewater connection charges provided construction is completed prior to December 2026 if fully accounted for within the expenditure and revenue projections contained in the Annual Progress Report; if not, if additional resources will have to be allocated from the Budget 2026 package; and if he will make a statement on the matter. The Annual Progress Report includes the forecasts of revenue and expenditure, taking into account uncertainties around macroeconomic and policy developments. The matter of the refunding of Uisce Éireann water and wastewater connection charges is accounted for in these forecasts.

As part of the Government’s capital funding allocation to Uisce Éireann for 2025, €174m was committed to Uisce Éireann to fund the estimated refunds requirement relating to the scheme. This funding is provided in line with the refunds processed by Uisce Éireann.
