To ask the Tánaiste and Minister for Justice and Equality the number of disqualified drivers prosecuted for failing to surrender their licence/permit to the Road Safety Authority in 2022, 2023 and 2024; the number convicted and the penalties imposed; and if he will make a statement on the matter. As the Deputy will appreciate, management of the courts, along with related operational matters and logistical functions, are the responsibility of the judiciary and Courts Service, which are independent in exercising their functions under the Courts Service Act 1998 and the Constitution.

It should be noted that the Department does not record data relating to convictions, as this is a function of the courts.

The Courts Service has a dedicated email address for the provision of information to members of the Houses of the Oireachtas: oireachtasenquiries@courts.ie

To be of assistance I have requested the relevant data from the Courts Service. The Courts Service has provided the following:

Note 1: The reports are based on the following coded offence:

Disqualified Driver Failing to Submit Licence (RTA 2010) – offence contrary to section 29(16) & (17) of the Road Traffic Act 2010

Note 2: Courts can only provide data in relation to where offence codes provided on the system were used by prosecutors. Prosecutors may have used uncoded free text offences and any such offences would not be included in the data provided.

To ask the Tánaiste and Minister for Justice and Equality further to Parliamentary Question Nos. 673 of 8 July 2025 and 2073 of 29 July 2025 and 1647 of 8 September 2025, the timeline for An Garda Síochána to be in a position to issue fixed charge notices for registration plate offences; and if he will make a statement on the matter. I am advised that work is ongoing within An Garda Síochána to issue fixed charge notices for registration plate offences. The Garda authorities are currently making changes to relevant ICT systems and this will be followed by a period of system testing.

It is envisaged that process will be finalised before the end of this year, and operational Gardaí will be made aware of the new offences available to them on their mobility devices.
