Defective Building Materials

273. To ask the Minister for Housing, Planning, and Local Government the protections a building contractor has under the defective concrete block grant scheme, if the homeowner has not paid them for certified and completed works, and then changes their building contractor at a point in the process. The Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks Act 2022 (the Act) was commenced on 22 June 2023 which contains the enhanced grant scheme and adopted the related Regulations on 29 June 2023.

Under the terms of the scheme, it is recommended that a homeowner engages a tax compliant building contractor to carry out the remediation works to the dwelling in accordance with the remedial works plan. Any payment dispute that may arise between a homeowner and a building contractor is a matter between these parties to resolve.
