To ask the Tánaiste and Minister for Justice and Equality to provide the web links to his Department’s Q1 2025 and Q2 2025 published reports of procurement-related payments or purchase orders over €20,000 (in line with the FOI model publication scheme requirements); to confirm whether these reports have been published in full and are publicly accessible; and to state the planned publication date for the Q3 2025 report. To ask the Tánaiste and Minister for Justice and Equality if his Department will publish the procurement related payment reports (details supplied) in machine-readable formats such as CSV or excel on a quarterly basis, in line with open data standards; if not, the legal, technical, or operational constraints that prevent compliance with the requirement under S.I. No. 376/2021 to provide such documents in open, machine-readable formats for reuse; and the steps his Department has or plans to take to align its reporting practices with open data principles to improve accessibility, transparency, and re-use of this information by the public. To ask the Tánaiste and Minister for Justice and Equality if he will confirm whether IPAS functions have returned to his Department, whether future payments will again be reported by his Department in the procurement-related payment reports (details supplied); and if he will outline the arrangements being made to ensure continuity and transparency in reporting across both his Department and the Department of Children, Equality, Disability, Integration and Youth [47768/25]

To ask the Tánaiste and Minister for Justice and Equality the way in which payments relating to the accommodation of beneficiaries of temporary protection (Ukraine) and payments under the international protection accommodation service will be reported going forward; if these payments will continue to be published in her Department's procurement-related payment reports for purchase orders over €20,000 (details supplied); and if she will confirm whether any changes are planned to the way payments are published. To ask the Tánaiste and Minister for Justice and Equality further to Parliamentary Question No. 115 of 9 July 2025, as his Department confirmed its intention to move from annual to quarterly reporting of purchase orders over €20,000, if he will confirm when this change will come into effect in practice; if the first quarterly report will be published during 2025; or alternatively, if his Department intends to continue publishing an annual report for 2025 in 2026 and only move to quarterly reporting from 2026 onwards; and if he will confirm the schedule for publication of these reports on his Department's website (details supplied). I propose to take Questions Nos. 813 to 817, inclusive, together.

My Department is fully committed to the principles of openness, transparency and the accountability of public bodies.

I can inform the Deputy that the Department has committed to publishing reports of purchase orders over €20,000 on a quarterly basis on its website. It is expected that information relating to Q1 and Q2 of 2025 will be published in the coming weeks, here - www.gov.ie/en/department-of-justice-home-affairs-and-migration/collections/department-of-justice-purchase-orders-issued-over-20000-in-value/.

It is intended that purchase orders over €20,000 will be published as soon as practical after the end of the quarter. My Department intends to continue to publish this information in PDF format.

Responsibility for International Protection Accommodation Services (IPAS) and Ukraine accommodation moved from the Department of Children, Disability and Equality (DCDE) to my Department on May 1 2025. As part of the Transfer of Functions process, some more complex services remain in transition, including aspects of technology and finance systems. A temporary transition arrangement has been put in place whereby DCDE continues to make certain payments on behalf of my Department.

These payments are listed as part of DCDE’s report for Q2 2025 and are published here -www.gov.ie/en/department-of-children-disability-and-equality/collections/department-of-children-equality-disability-integration-and-youth-purchase-orders-for-20000-or-above/. Following the full transition of these functions, responsibility for the publication of financial information in relation to IPAS and Ukraine accommodation will lie with my Department. For Q3 2025, payments made by DCDE will be included in their published report and payments made by my Department will be included in our report for Q3 which will be published shortly after quarter end. Full transition of finance systems is expected to take place in Q4 2025.
