Regeneration Projects

698. To ask the Minister for Housing, Planning, and Local Government the number of occasions on which officials from his Department met with Dublin City Council regarding the regeneration of Pearse House in each of the past three years; and the timeline for approval of the revised stage 2 plans for phase 1 of the regeneration. The project plan for the regeneration of Pearse House is a matter for the Dublin City Council (DCC). However, DCC has advised my Department that they are further developing proposals to advance the regeneration of this flat complex.

Having first received Capital Appraisal approval from my Department in April 2021, the subsequent pre-planning proposal by DCC for the regeneration of blocks L, M, N and P in Pearse House was to reduce the number of homes from 78 to 44. This would result in Dublin City Council having to find permanent alternative accommodation for 34 families. Due to the shortage of social housing across the country, my Department is not in a position to support proposals that would result in a significant loss of homes.

DCC has informed my Department that they have instructed the Integrated Design Team to review their design strategy and to examine all options for delivering the project while preserving the number of current flats (78) in Phase 1. As part of these reviews, opportunities for new infill development for both Phase 1 and for the Masterplan have been considered. This includes carrying out new surveys such as sunlight and daylight analysis.

DCC advises that the project team are now concluding their work, and the intention is to meet with my Department’s technical team ahead of submitting a revised Stage 2 submission.

The regeneration of Pearse House has been discussed at every quarterly technical meeting between my Department and DCC, as well as any delivery meetings. Since 2023 my Department has held 11 technical meetings with DCC; four in 2023, four in 2024, and three in 2025. The last quarterly technical meeting between my Department and DCC was held in DCC Civic Offices in early September.
