The Expert Group on Future Skills Needs (EGFSN) advises Government on future skills requirements and associated labour market issues that impact on the national potential for enterprise and employment growth. The Department of Enterprise, Tourism and Employment provides secretariat support to the EGFSN
Following the publication of the Modern Methods of Construction Action Plan in June 2025 by the Minister for Further and Higher Education, Research Innovation and Science, the Expert Group on Future Skills Needs Secretariat established an Implementation Oversight Group to oversee and coordinate the recommendations and actions laid out in the report.
The Group is comprised of representatives from Government Departments and agencies, education and skills providers, and representatives from private construction firms. The EGFSN Secretariat will provide secretarial support to this process for two years to ensure that the recommendations and actions are implemented effectively.
The first meeting of the Implementation Oversight Group took place in July 2025 and work is ongoing to drive progress across the eight themes identified by the EGFSN, which cover a range of areas including: senior management training; information sharing; new roles and labour retention; use of digital and AI tools; certification; early learning engagement; policy levers; and training provision.
Under Housing for All a range of initiatives have already been put in place to support MMC. These include an Accelerated Delivery Programme to deliver over 1500 MMC dwellings through Local Authorities, led by my Department.
I am keen to continue the progress the Government has made to date on encouraging the use of MMC and it will form an important aspect of the next Housing Plan.
