I propose to take Questions Nos. 2044 and 2045 together.

The Health Regions reform involves the reorganisation of the HSE into six operational regions with responsibility for the planning and coordinated delivery of health and social care for their respective populations. The six regions were established in March 2024, and the HSE continues to transition to the new structures in a phased manner.

Each region is led by a Regional Executive Officer (REO), who has overall responsibility for the coordinated delivery of health and social care services for their respective populations. The six REOs report directly to the HSE CEO and sit on the Senior Leadership Team, providing regional input into the development of national policies and standards. A streamlined HSE Centre now focuses on supporting the Regions through its key functions of planning, enablement, performance, and assurance.

On 1 October 2024, the Health Region management structure replaced previous Community Healthcare Organisation (CHO) and Hospital Group structures. Operational responsibility has moved from the HSE Centre to the six Health Regions, which are comprised of 20 Integrated Healthcare Areas (IHAs). IHAs are the sub-regional geographies which deliver integrated acute and community services locally.

CHO 9 is now part of the Health Region HSE Dublin and North East. The region manages and delivers all public health and social care services in Cavan (excluding west Cavan), Louth, Meath, Monaghan and North Dublin.

HSE Dublin and North East has four IHAs:

  • HSE Cavan Monaghan
  • HSE Louth Meath
  • HSE Dublin North City and West
  • HSE Dublin North County
