To ask the Minister for Environment, Community and Local Government the external consultation that is planned in the run up to submitting a draft National Building Renovation Plan to the European Commission by 31 December 2025; and the specific arrangements that are being put in place to ensure that the voices of those most impacted by energy poverty are heard.; and if he will make a statement on the matter. My Department is developing Ireland’s National Building Renovation Plan which will outline the renovation of the national stock of residential and non-residential buildings, both public and private, into a highly energy-efficient and decarbonised building stock by 2050, with the objective of transforming existing buildings into zero-emission buildings.

As part of our role in the coordination and development of this plan, my Department is currently working alongside other Departments on the transposition of measures from the recast Energy Performance of Buildings Directive to be included in the plan.

All stakeholders will be invited to share their views on the draft National Building Renovation Plan, including individuals and groups most impacted by energy poverty. The public consultation will be well publicised by my Department to ensure all stakeholders are aware of the time window to provide their views.
