1920. To ask the Minister for Children, Disability and Equality if she will reverse the new ECCE compliance requirement, introduced on 10 June 2025, obliging providers to store children’s PPSN details for one year considering the PPSN's are not required once a child is registered in The Hive, and the requirement increases the risk of unnecessary data breaches; and if she will make a statement on the matter. My Department is aware of the concerns of some ECCE approved providers in relation to the retaining of ECCE pre-registration forms for the 2025/2026 programme year and has recently issued a communication to providers in this regard.

The retention of the pre-registration forms is no longer a requirement for compliance purposes.

However, providers may wish to securely retain pre-registration forms to confirm parent/guardian consent has been given to record specific personal information on the EY HIVE in the event of any possible misunderstandings or dispute.

My Department is committed to reviewing how the pre-registration process can be simplified for future use.
