To ask the Minister for Employment Affairs and Social Protection his views on the situation where a State funded organisation (details supplied) is not given the same flexibility in its temporary flexible working arrangement compared with other State funded organisations; if he will ensure that there is consistency of approach regarding the arrangements available in such State funded organisation compared to other State funded organisations; and if he will make a statement on the matter. The Citizens Information Board funds twenty-two service delivery companies. This includes eight Citizens Information Services, the Citizens Information Phone Service, eight Money Advice and Budgeting Service companies, National Traveller MABS, MABS Support, the National Advocacy Service and the Sign Language and Interpreting Service which are companies limited by guarantee and have charitable status. CIB also funds the Register of Irish Sign Language Interpreters. Each company is independent and governed by its own board of directors. The board of directors is the employer for the respective company and are responsible for the company's HR policies and procedures.

Each company has its own staff handbook which sets out the employee’s terms and conditions of employment and the company’s HR policies and procedures. The terms and conditions of employment may be amended as required having regard to changes in legislation and by way of agreement between the employers and the union.

The staff handbook addresses family leave including maternity, paternity, parental, parents, force majeure, compassionate and carers leave, as well as other leave including domestic violence leave, leave for medical care purposes, unpaid leave and job-sharing arrangements.

It is at the discretion of the company to grant leave for medical care purposes having regard to the application submitted by any employee and cognisant of the requirement to ensure continuity of services to the public.
