To ask the Minister for Environment, Community and Local Government if he will provide an update on the mechanisms available to homeowners whose properties have been damaged as a result of works carried out under SEAI approved retrofit schemes; the redress routes that are open to affected households in cases where contractors have carried out substandard and damaging works; if he will report on the monitoring and enforcement systems in place to ensure quality assurance and contractor accountability within SEAI retrofit programmes; and if he will make a statement on the matter. The Sustainable Energy Authority of Ireland (SEAI) is responsible for the administration of a range of home energy upgrade schemes funded by my Department.

The SEAI administer their schemes in line with a code of practice, technical guidance documents and the SEAI Customer Charter. They also operate a quality assurance programme to monitor and maintain contractor standards.

The management of SEAI schemes is an operational matter for the SEAI as an agency under the aegis of my Department. It is suggested that the Deputy contact the SEAI directly in relation to this matter. The SEAI has established a specific email address for queries from Oireachtas members so that such queries can be addressed promptly and in line with the SEAI’s objective to deliver services to the highest standards. The email address is oireachtas@seai.ie.
