To ask the Minister for Housing, Planning, and Local Government whether a person who has recently been approved for social housing can have their payment transferred under the housing assistance payment, notwithstanding they are currently in receipt of emergency rental supplement as this payment was approved before they were approved on the housing list; and if he will make a statement on the matter. The Housing Assistance Payment (HAP) Scheme is deemed to be a social housing support under the Housing (Miscellaneous Provisions) Act 2014. As a long term housing support, an assessment of housing need must be completed in order for a household to qualify for HAP.
Rent Supplement remains available through the Department of Social Protection (DSP) to households as a short-term income support.
Information relating to transferring from the Rent Supplement scheme to the HAP scheme can be found on the Housing Assistance Payment website at this link:

Once approved for the HAP scheme, Rent Supplement payments will cease.
