1190. To ask the Minister for Housing, Planning, and Local Government if he will address the disparity between the Local Authority Home Loan property price thresholds in counties such as Tipperary currently capped at €275,000 and the actual cost of purchasing even modest new homes on the market (details supplied) priced at €295,000, which effectively excludes many first-time buyers from access to the scheme; and if he will review and adjust these thresholds so that they are aligned with real market conditions. The Local Authority Home Loan is a Government-backed mortgage for creditworthy applicants who cannot get sufficient funding from commercial banks to purchase or build a home. It is available nationwide from local authorities for first-time buyers and fresh start applicants. The loan can be used both for new and second-hand properties, or to self-build.

The Programme for Government 2025 commits to ensuring that the maximum loan values align with current house prices, thus maintaining the scheme accessible.  Work within my Department on the review of the maximum income and property price limits has been carried out and proposals for changes to the lending scheme are under review.
