1117. To ask the Minister for Housing, Planning, and Local Government the number of affordable properties delivered through the Part V system in 2023 and 2024; and if he would outline his expectation for 2025. [44523/25]

Part V of the Planning and Development Act 2000 requires private developers to ensure that a specified percentage of land zoned for residential and other uses is reserved for social and affordable housing. Local authorities negotiate Part V agreements with the developer in line with a range of guidelines and supports aimed at assisting them in maximising the benefits of Part V in the context of housing need. Local authorities have a range of options available when negotiating with developers including the transfer of land, the building and transfer of houses, the transfer of houses off-site, granting of a lease, or a combination of these. Subject to the legislative provisions, local authorities are free to decide how the 20% Part V contribution is distributed in terms of social and affordable housing (with a minimum 10% social housing) and by dwelling type. This is done in line with the local authorities housing need as identified in its Housing Strategy made as part of its Development Plan.

The latest reports are based on data up to and including the first quarter of 2025. Returns for the second quarter of 2025 are currently being validated for publication.

It is anticipated that Part V affordable delivery will become increasingly significant from 2026 onwards once the standard transitional planning exemption period has passed and the level of housing activity undertaken in line with new residential planning permissions increases.

To ask the Minister for Housing, Planning, and Local Government the total number of social, affordable and cost-rental units currently in the pipeline for delivery at various stages with his Department; the expected delivery year from these totals in each of the three categories; and if he will make a statement on the matter. My Department publishes the Social Housing Construction Status Report (CSR), on a quarterly basis. The CSR provides details of social housing developments and their location that have been completed, are under construction or are progressing through the various stages of the design and tender processes.

In relation to affordable housing, Government is fully committed to delivering affordable housing at scale, and continuing to accelerate housing supply across all tenures. A comprehensive implementation strategy is in place to support the various social and affordable housing schemes now being delivered by a range of delivery partners.

Overall 6,100 affordable homes, affordable purchase and cost rental, across 22 local authorities have been approved for delivery, supported by over €551m in grant assistance from the Affordable Housing Fund. To end Q1 2025, over 2,000 of these home have already been delivered.

In addition, since the launch of the Cost Rental Equity Loan in 2021 to the end of Q1 2025, over 2,100 homes have been delivered across fourteen Local Authority Areas, with approval for just under a further 4,600 homes approved for delivery by the end of 2027. Since the start of this year, I have approved nearly €509m for the delivery of over 2,100 Approved Housing Body cost rental homes which will be delivered between 2025 and 2027.

Furthermore, the Land Development Agency is also targeting 8,000 new homes over the course of the Project Tosaigh market engagement and partnership initiative, and is currently on track to deliver 5,000 new homes to eligible households by the end of 2026, with over 3,400 Cost Rental, Affordable Purchase or Social Housing homes either delivered or under construction.

Building on this progress, my Department will continue to engage with all delivery partners to further the development of the affordable housing delivery pipeline for 2025 and beyond, and to ensure that the affordable housing programme responds effectively to the affordable housing needs identified at a local level.
