Wastewater Treatment

To ask the Minister for Housing, Planning, and Local Government the total number of developer provided waste water treatment plants in residential estates which have not been taken in charge by Uisce Éireann; the estimated total cost involved in bringing these plants up to standard for taking in charge purposes; and the estimated amount of this cost which will need to be incurred by Uisce Éireann. There are over 450 residential estates across the country that rely on developer provided infrastructure (DPI) for wastewater services and have not yet been taken in charge by Uisce Éireann. The information reflects point-in-time data provided by local authorities to my Department in April 2023.

Following the Government decision effective 1 January 2024, Uisce Éireann, as the national water authority, has responsibility for the remediation of DPI. This means that Uisce Éireann will oversee the upgrading and resolution of DPI to enable estates to be taken in charge.

It is important to note, however, that Uisce Éireann does not assume responsibility for ongoing operations and maintenance currently undertaken by developers, estate owners, or users; these arrangements remain in place until remediation works are complete.

Given the scale and complexity of DPI issues nationwide, Uisce Éireann is developing a range of resolution options in consultation with the local authorities. The total cost of bringing these wastewater treatment plants up to standard, including the portion to be funded by Uisce Éireann, will be determined progressively as these projects are advanced.
