To ask the Minister for Education and Skills her plans to ensure that non-EU teachers on stamp G1 visas who are fully qualified post-primary teachers and are registered with the Teaching Council are not prohibited from entering the school workforce as teachers due to the position advertised via the Public Appointments Service rather than JobsIreland.ie which does not fulfil the labour market needs test requirement for a 28-day advertisement on JobsIreland.ie; and if she will make a statement on the matter. The recruitment and appointment of teachers to fill teaching posts is a matter for the individual school authority, subject to procedures agreed under Section 24(3) of the Education Act 1998 (as amended by the Education (Amendment) Act 2012).

In accordance with Department Circular 31/2011 (), which is available on the Department’s website under gov.ie - Department of Education (www.gov.ie) (), schools are required to employ appropriately qualified teachers who are registered for the post primary sector and ensure that unemployed teachers are offered employment in preference to those who have retired. These measures were taken in an effort to increase employment opportunities for unemployed teachers. Circular 0020/2012 sets out that "Subject to the requirements of the redeployment scheme all vacancies of 24 weeks or more shall be notified to all teaching staff of a school and may, as an alternative to the existing practice of placing advertisements in the national newspapers, be advertised on one of the websites below as notified by the management bodies.

As an interim measure, and to allow web based advertising of posts to become well established, a shortened version of the advertisement must also be placed in a national newspaper directing applicants to the relevant website. This requirement will cease for teaching posts advertised on or after 1 January, 2013. Initial advertising arrangements are as follows:

Posts of Principal and Deputy Principal: www.publicjobs.ie

All other teaching posts www.educationposts.ie

Any changes to the list of websites are a matter for the management bodies".
