To ask the Minister for Enterprise, Trade and Employment in light of significant truck driver shortages reported in Cork, up to 40 vacancies locally, the measures that will be taken to fast-track HGV licensing, streamline cross-departmental employment permits, and support sectoral recruitment in Cork’s haulage industry. Ireland operates a managed employment permits system, designed to maximise the benefits of economic migration while minimising disruption to Ireland’s labour market. The system is demand-led.

In 2024, a total of 552 employment permits were issued for HGV Drivers, including 70 granted to employers based in Cork. To date in 2025, 474 permits have been issued, with 47 of those issued to Cork-based employers.

Until recently, the Department operated an arrangement whereby it verified the driving licenses of HGV drivers prior to issuing employment permits. However, following legal advice, this practice has now ceased. The Employment Permits Act 2024 does not empower the Minister for Enterprise, Tourism and Employment (METE) to regulate who is licensed to drive on Irish roads; that is the statutory remit of the RSA under the aegis of the Minister for Transport.

As a result of this change, the Employment Permits Unit of my Department is now processing applications for HGV roles more efficiently. However, it is important to note that it remains a requirement that applicants hold the appropriate and valid HGV license before an employment permit can be granted.

Where a permit is required urgently, applicants or employers may request expedited processing, and such requests are considered on a case-by-case basis.
