605. To ask the Minister for Finance what economic and reputational impact is expected from Israel’s transfer of EU bond prospectus approval to Luxembourg; whether there are plans to amend Ireland’s financial regulatory framework to reflect evolving political sensitivities; and how the Government will respond to public criticism of central bank policies. On the morning of 01 September I received a letter from the Governor of the Central Bank informing me that the Central Bank's approval of the 2024 Prospectus had expired. The letter further informed me that the competent authority of Luxembourg, the "CSSF", had approved a new prospectus for the State of Israel.

The approval of a prospectus document is subject to the requirements of the Prospectus Regulation, an EU Regulation which is directly effective on EU Member States. It is a matter for the European Commission, which has a right of initiative under the EU Treaty (Article 17 TEU), to propose amendments to this framework.

In relation to its implementation, it is a matter for the Central Bank of Ireland as the designated competent authority under the EU Prospectus Regulation. It is an operational matter for the Central Bank as the State’s financial regulator to ensure that a prospectus, for any offer of securities for sale to the public contains all the necessary information required by the EU Prospectus Regulation.

Ireland believes that real progress can be made through engagement at the multilateral level in the EU and the UN, through recognising Palestinian statehood, and working with others to reopen the EU – Israel association agreement.

We will be most effective if we continue to respond in the multilateral system, and this is where Government is concentrating its efforts.
